Factors preventing Highway mode

Long ago, I found the Highway Mode (HM) settings. Over the years and countless changes to both JP's "super" bin and more recently EBL bins that I've modified, sometimes it works, sometimes not.

Of late in my EBL bin, I've reset it to come on at 42mph and above 45Kpa. But it rarely actually happens. So I've been thinking there may be others factors, that when active, might prevent HM from actually occurring, or masking it by dumpimg in undesired (by me) fuel. Foremost in my thoughts is any form of Acceleration Enrichment, real or perceived by the ECM ( (tps% too sensitive?)

Can anyone shed some light on what other factors might prevent Highway Mode from working when speed and KpPa requirements have been met?

Remember this is not a dialogue about merits of (not) using HM, just what affects it activation.

In the EBL the KPa value is a maximum. Highway exits above that value (HiWy - Max MAP).

.I've been set at 85Kpa Off idle, 1400-2300 rpm, at 18-13Kpa, I see AFR's in 12-13 range for no apparent reason as Highway should be engaged.
