IAC Steps in Tunerpro

Question that I never really thought about....

Is this strictly the commanded position of the IAC? Or is the actual position?

Ok... I'm chasing an intermittent issue that I strongly suapect is IAC related but the step count in Tunerpro runs against my theory if it was actual counts. So if its only commanded then that might warrant me buying a new one.
