torque converter stall RPM effect on ECM?

Stall speed can have a huge effect on your calibration.
The *can have* is a matter of the stall speed and your level of tune. Also your driving habits.

I personally run very little timing at the higher MAP numbers at speeds below the stall speed so that the car is leaving rather soft, with little to no wheel spin. Especially with a 700R you can tune it so there is a ton of wheel spin in first which just slows the car down.
