Ok, you realise that is 'proposed' legislation right??? Congress doesn't even get to 2% of these. It's not going to happen. There are worse things in this world causing pollution than the minimal amount of 60-70's cars out driving around. Look at how many 90+ cars there are out there and compare the amount of pollution from them together compared to the pollution of 60-70's cars.

It's not going to happen.
