Can I use just a laptop?
I have seen guys in 4th gens just plug a laptop into their ECM and change whatever they want at will. Can I do that with my TBI? Or do I have to take out the PROM, erase it, rewrite it, reinstall it, etc..

The ECM in thirdgen's isn't able to write to the PROM, so the answer is no.
I heard that there is a 4th ALDL mode where you can change data in the RAM, but I don't think anyone has implemented this yet.
