By any chance is your A/C or defroster on? Or are you sure you have the right T-stat or that it's not sticking partially closed.
On dual fan cars, turning the A/C (or defroster) on will cause the driver's side fan to come on until a certian MPH is hit (around 37 MPH).
Also, if the fan's "turn-off temperature" is lower than the temperature of the T-stat (e.g. the Hypertech is setup for 160* and you have a 195* T-stat) then the fan will never turn off since the "turn-off temp" of the eprom is less than the rated temp of the T-stat.
But you need to give more info. Like is the fan on IMMEDIATELY when you turn on the engine and remain on, or does they come on at a certain temp and then won't turn off.
Also, if you are getting certain "SES Codes", they will turn on the fans. You should get some scan code readings to see when the fans come on and what your Coolant temp is. You need the CTS reading which is what the ECM uses.
Lastly, nothing saying Hypertech didn't screw up the eprom and set the "switch" for the way fans operate incorrectly. People using the ARAP BIN have to re-set this switch to "N.O.".
On the question of whether it is okay to leave the fans running all the time, I personally don't think it's the best thing to do.

I don't think that the chip is the thermomaster chip, but yes i do have a 195 degree stat in there, so should i change it to the 160?? The drivers side fan comes on when the car goes on and never turns off. The passenger side fan comes on with the A/C and no i don't have the a/c on. I am not getting an engine light or any codes. The temp guage never passes 175
