Oh boy!!! Another problem!!!

Well, I noticed the other day while scanning my car w/ an Auto X Ray that the throttle % isn't going to 100% So I took off the throttle sensor, leaving it hooked up, and moved it around w/ my fingers. The voltage goes all the way from 0.00 to 4.99. I also watched the % as I played w/ it. Once it hit 4.60 (aproximately) the % went to 0% and stayed there. So, I reinstall the throttle sensor and pull the fuse on the ECM and got in the car and observed it. With my foot all the way on the floor, The voltage reads 4.27 with 99% Why isn't it going to 100%? The sensor itself is not bad. Could it be the ECM?

No, it is not the ECM. The TPS is basically the same thing as a volume control for a radio to put it into the most simple terms. The TPS is a potentiometer, and they do vary as far as resistance is concerned. The ECM looks at an approximate block voltage to determine how to set fuel delivery. Remember one thing, in electronics most things have a 10 percent tolerance, so I really think you are OK.
