92RSB4C hit the nail on the head!
92RSB4C was absolutely correct, this strange wire is coming out of my fuse block and it causes my engine to run after the key is removed. Why would anyone put this wire in a car? does it do anything for performance or make starting it easy? it seems like a pretty mindless addition too me.

You sure that wire wasnt from an electric fan? Sometimes the fan will act as a generator keeping the car running till the fans stop turning. Just checking, you dont want to overheat in the middle of rush hour traffic, if you are ever in it.
Here's what happened with my car. I installed 2 lighted switches for the fans. I tapped into the ground source for the relay control and ran a wire to my console. Once the cars ignition was on, it would only act up if the primary fan was on and the lighted switch was lit up. It wouldn't do it w/ the 2nd fan was on. And, it wouldn't do it if the 1st fan lighted switch was not lit up. And, it would only act up if the power source was in the Ignition slot or the Battery slot. I found out that the Radio slot has no ill effects.
