Car won't start, buzzing relay

Someone tried to steal my car, and it the process screwed it up so now I have to start the car with a screw driver (pulling metal linkage in steering column towards driver).
Anyways, the car has worked fine besides that problem for a couple of weeks. I haven't had the money to get the column repaired.
But, today I tried to start it and it won't start. I've noticed that the relay that has some big gauge yellow,green, green/white wires going into it makes a funny sound. What is that relay, what does it do? Is that my problem?

Your '89 should have a VATS (vehicle anti theft system) - your key would have a resistor mounted in it, if so. The relay you are describing sounds like the VATS starter enable relay. I'm curious how you were able to get the car to start at all without the proper resistor input to the VATS?

It has an aftermarket alarm that's been disabled. I assume they disabled VATS to do this. What's got me, is why then is the starter relay(VATS) all messed up?

Another thing is, that the key is stuck in the ignition.
