Door lock questions

I finally got around to looking at the problem with my power door locks. Neither one works no clicking or anything. I lubricated both and put new switches but still no locks. I took my volt meter and I have power at the switch in the middle terminal but when I press the lock or unlock button both sides of the harness to the lock mechanism gets power. I looked at the wiring diagram and it appears that it should switch the power to one side or the other when using the lock/unlock button. I checked continuity at the solonoid and both sides of the solonoid are in continuity with each other which appears to be causing the power to go to both sides of the motor. What should I look at next?

I checked the relay as far as getting power to and from after the switch is pressed I get power out of both sides of the relay 14 volts to lock and unlock. I don't know too much about the relays but does this mean I should replace it. I am not one to just throw parts at a problem.

On my '84 Z28 the relay grounds to the body. This would reflect voltage at the relay and the switch but it won't complete the path with out the ground. I'd check to make sure the relay body it grounded. Just an idea.
