I'm not certain about cars, but most trucks wire the gauge cluster in with the tail lights so if your tail lights go out you will know it. I've pulled trailers before and had a short in one of the trailer wires and it will blow the fuse to the tail lights and dash.
So with that said I would recommend trying to isolate the shorted wire. Has a plug for pulling a trailer been installed? Pull out all the tail light bulbs and see if the fuse still blows.

I had this problem before in my 86 SC. One of the wires for the radio was grounding out and blowing the fuse, I pulled out the radio and re-taped all the ends of the wires so they wouldn't short out. It's been almost 2 years and I never had another problem.

I had the exact same problem as auxout described in his post, albiet in a different type of car. Radio wiring was the problem.

What is the correct rating for the guage fuse? Is it 10Amps?

Thanks
