Need help...VATS mystery/no start

Howdy; I got a problem--my '91 T/A won't start. When I put the key in and turn it, the SES and security lights come on--and stay on until the key is turned to the off position. Everything else seems fine. I tried measuring the resistance in the key and comparing it to the value in the wires, but the value doesn't change (well, possibly by 1 ohm).

Since the security light stays on, and the resistance in the wires is the same as the key, am I right to assume that the key I have has the wrong resistance code?

Where do I go from here???

If the key worked at one time, then it has to be the correct value, and the problem is elsewhere. If the resistance value measured at the colunmn harness is the same as the value measured at the key, then the problem is between the column and the VATS module, or the VATS module, itself.
