'88 Formula Dash Lights

I'm posting this for my buddy who's had a problem w/ them since he bought the car:

Every Light on the dash "ciruit" doesn't work MOST of the time. If he hits a bump hard enough they'll come on for a bit then go out with the next bump. The lights that don't work (I'm assuming it's all the same circuit) are the dash,ac/heater/shift-pattern/and above the radio housing (the orange LED)...

We've taken the dash cluster out and made sure he's getting a 12v signal at the pin connector, where should we look next?

I would guess this is a grounding problem since all his other lights work. Is there a place to look that I haven't for him?
