On my brothers car, the headlights now go up when the light switch is only turned to make the running lights come on. His foglights no longer work, and now when they go down, they go down and make a noise like a gear grinding for about 15 seconds, what is wrong with this?

You have a couple of things wrong. My 91 had the same problems. !st your headlight switch is shot, and that will fix the problem of the lights popping up with just your parkinglights on. It MAY fix your foglight problem as well. 2nd, one or both of your headlight motors is going bad. When you turn on your lights, they should come up at the same time and speed, the one that doesn't is the one that is suspect. Otherwise have someone turn the lights on with you watching the motors. The tops will spin and you can see which one has the problem. I replaced the moter on mine fo $40
