Horn wiring problem...

Car: 89 Turbo Trans Am and lots of non-3rd gens
Engine: 231 SFI Turbo's, LT4, LT1
Transmission: 2004r, 4L60E
Horn wiring problem...
My horn quit working so first thing I did was removing the wiring harness plug at the firewall. Connected a wire from (+) battery to the horn wire connector, and horn will sound, so horn works and all is good from firewall forward.
Next I removed the center cap of steering wheel and the horn spring mechanism.
There's a small pin with a spring on it that touches a plate behid the steering wheel. It seems to have a 12v charge on it. I ran a wire from it the to steering wheel post (ground) and nothing happens. (Same thing as when the horn button is pressed.)

What else should I look for?? At the firewall I get no 12v charge when the horn button is pressed.
I'm not sure how the horn works with only a single wire going to it, meaning, how can pressing the horn buttom send the 12v charge down the wire since there is nothing in the steering wheel but a single 12v post which grounds when when you press the horn button?
It would make sense if there where 2 12v sources in the wheel that contact each other when horn button is pressed, but there isn't..

Bad horn relay? Triggering the horn button doesn't close the relay causing the horn not to operate, but sending voltage directly to the horn works, indicating the only other link in the circuit besides the switch. Test the relay.

Thanks, where would the relay be located? I don't see anything obvious unless it's one of several odd looking things plugged into the fuse box.

it's under the steering wheel on the right under the panel. It's white and next to it is a cylinder looking thing that is the harzard flasher and the relay is white and next to the flasher, just pull it out. check the ohms, should be between 10 and 20 ohms, middle terminal is where you apply voltage then use one of the others to ground the coil.
my horn acts up too, in my 88 camaro, the bottom left contanct works, and none of the other do. i can like beep twice with the horn, but am unable to make a long blast with the horn. i tried to take off the wheel to see what i could see, but no luck
