Did you check the flasher module (the thing that goes "dink dink" dink dink" under your dash)? The emergency signals and turn signals use separate flasher modules due to the number of bulbs they're illuminating. The one for your flashers could be bad. Go under your dash and swap them (if they have the same pinout). The emergency flasher might flash real slow but it -should- flash. If so, that's your problem. Take the unit that you took out and get a new one at the local store.

Check all your exterior bulbs, especially the rear bulbs. If there is more than one bulb for the blinkers, one of them may be out but the other not.

Most flashers (older style anyway) work on current. The current heats up a bimetal strip which bends due to the heat, which in turn opens the contact. Once the contact opens no current flows so the bimetal strip regains its shape and makes up the contact again. Then the cycle repeats.

So, if there aren't enough bulbs illuminating then the flasher won't flash. I just had this happen on my wifes car. Compare the brightness of your left vs right blinkers, both front and rear. On my wifes, one of the two bulbs for the left rear blinker just wasn't making good contact. Once it was wiggled around some it started illuminating and the flasher started flashing.
