How are they when cruising? Sounds like loose wires somewhere. Check the wires that run to the headlight.

when im driving no matter what speed, if my foot is off the brake they are dim, but as soon as i hit the brake they get noticably brighter. I just removed the seats and carpet from my interior so before i put everything back in im gonna check for messed up wires but would love any suggestions on a better place to look.

It's almost always a bad ground, check to see that ground wires from lights go to a solid ground.
