I've never messed with VATS myself but, you might find your answer or at least a direction using the above link.

To get the car to crank you will need to jump the starter enable relay. On most models it's located under the driver side kick panel. This relay is controlled by the VATS decoder and ECM. It is simply a relay BEFORE the starter solenoid effectively removing the voltage from the solenoid unless the proper pellet key is used.

In my honest opinion, find something else. The chip is missing out of the key?? And the column is messed up so bad that the ignition doesn't work?? Sounds like the car is stolen or was attempted to be stolen. How did he drive it? I'd check the title and make sure he is the owner of the car. Otherwise your getting yourself into something that you don't want to be. I was put in the same situation with an 89' Mustang GT. I ended up losing the car over it. But if you don't care and just want the car like I did, search the forum....you'll find your answer.

By the way, if you want to know if the car is TBI or TPI.....pop the hood, unless of course the hood is welded shut too

some one tried to steal it with no luck
the owner happened to lose chip while the car was sitting waiting to be repaired. to day i'm going over there to bump starter over. if motor spins if it does, then i'll get it. can't really beat $500 with clean title. i've seen the outside and interior but haven't opened hood yet. wish me luck

will the new steerig column fix this prob? will cost me about $100
or will i end up towing it to a dealer.
