starting/wiring problem

Ok I have a 90 RS TBI. I replaced the wiring harnesses with those from a 92 and am now having problems getting it to start. When I turn the key i can hear the fuel relay click but the starter won't run. I replaced the starter and I can hotwire the starter and get it to turn over. I don't have the guages hooked up and some of the sensors aren't on...would this be a problem. I have the right passkey module for my key and have tried bypassing vats without success. I'm not sure if I am missing a computer or something. I have an ecm, passkey and another module that I don't know what it's called (sorry). Any ideas.

Also if i have the key in the run position and jump the starter shouldn't it get gas? When I tried jumping the starter it cranked but wasn't getting gas, I didn't check for spark though.

Try putting a direct ground to the ground terminal of the diagnostic connector under the dash. This is what i had to do when i put a 90 harness in my 91.'
