I'm not really sure what you mean here, but my 91 RS with a manual trans will not spin over without the clutch being pressed down (prevents starting it in gear). There is a switch near the top of the pedal that permits the purple wire that goes to the starter solenoid to get 12V.
Do you mean that it used to start without the pedal being pressed? If it did, the switch was faulty before and is working now!!
Andy.

my car needs the clutch depressed also .
the problem is that when i turn the key nothing happens except all accesories turning off and a small click coming from my kickpanel . ive tried to replace batterycables and battery but it still remains the same.also less than 7 months ago i replaced the starter and ignition switch to fix a simular problem.
i dont think it is (vats) because the security ligth turns off after a few seconds
and could i use a piece of wire to bypass the neutral saftey switch by disconecting the switch and completing the circut with the wire? "as a test to see if it is bad"

The click you hear is the starter enable relay that is controlled by the vats. If that is clicking then the vats decoder is working. That relay could have bad contacts preventing the starter from engaging even though the coil side is OK. My drawing shows the neutral safety sw and the clutch being in parallel meaning it will start if it's in neutral or if it's in gear with the clutch depressed. From what you guys say it's possibly in error. Don't rule out a bad starter, if it's an aftermarket from a chain store they are absolute JUNK anymore. The simplest way is just go to the starter solenoid and check for 12 volts when you go to crank. You can rule out a lot of switches and wiring that way.
