ok every time I start my car it makes a loud buzzing noise for a second then stops i thinks its coming from my starter do i need a new starter or can it be fixed ?? also at around 1500 rpms while driving ( while in park at 1500 rpms it doesn't make this noise) it makes another buzzing noise but its not that loud could this be related to the starter ??

 

It is unclear what u mean by buzzing noise. Is the starter grinding? For all we know it could be a buzzing noise from your radio beacuse the wires are crossing. Need more info. Generally a starter wil not make a buzzing noise but rather a grinding if it is not properly lined up with the teeth of the flywheel. In addition, while you are driving, your starter is disengaged and not doing anything.
