Ok, ive performed a search, ive pulled my hair out searching for a web site that has wiring diagrams for the instrument panel. Ive looked in my Haynes manual, not there! Looked in the really thick Haynes repair manuals, not in there! Does anyone have a website that I can go to for a 1992 Camaro RS Vin E ( 5.0 TBI).

I know you have a '92 but here are on-line diagrams for a '85. Most should still be close since you asked for instrument panel wiring.
