86 firebird -

first, my passenger side wouldn't go up. i could mechanically spin it up, and when i turned off my lights it would go down. now, the same exact thing has happened to my driver side. so when i press the switch to have my headlights come up, they won't. the lights are on, but they're still pointing at the ground. I replaced both motors, still no change? what is it?

 

Sounds to me like you need to replace the relays.
