In the 'convienience' center (I don't think I spelled that right). You usually have you hazzard and horn relay along with the door chime/alarm. On the LG4 cars, there was also the choke heater relay (for the original q-jet carb). If I were to guess, it's the choke relay making the noise.

I don't think there is much purpose for having it at all if you don't have an original type carb on it (as in you now have a holley or edelbrock).
I don't know what exactly this relay/circuit does, since I've never been into carbs, but, I do know it's tied into the voltmeter circuit and powered from the 'fp fan' fuse which, may be part of the problem in your other post.

I doubt the relay will solve the problem, something else is going on with the charging or electrical system.

sounds like bad batt or alt if it drops that much. batterys can have 12V when they are tested but when charging under load, and internal short can mess everyhting up. Or the alt could be going. if a battery is goign bad, it can and will affect the alt, possibly damaging that too, and vice versa with the alt damaging the battery/...from workign at a shop for two years ive begun the practice of replacing batteries and alternators at the same time when one goes bad(not when replacing old, tired out batteries just with possible defectives), just saves me future headaches, and has served me great with every car. just my opinion...
