Headlight Problem

Well i found that my passenger side relay was messed up and was causing my headlight not to pop up. So today i went to Napa and got a new one. I get home and put the new one in and push the lights to go up, and HOORAY THEY GO UP! However i push to go down.... and only one goes down. The one i just tried to fix will now go up but not down. What is the problem?

Possible causes:
-Bad isolation relay
-Bad connection or ground
-Faulty actuator motor limit switch
-Bad actuator motor

This is how they operate:

------Blu---Grn---Gry
up: -------(+12v)------(-)

dn: (+12v)---(-)

I think +12 volts should be present at the wires when thay are powered, though I'm not sure.

Hope this helps some, let me know if you need more help.
