Headlight Motor Wires

I own an 86 T/A and was wondering if this is the ISOLATION RELAY for my headlight motors. My headlights dont pop up or down and was wondering if these wires have anything to do with it? Its right by my battery as you can see in the pic. In the second pic is wires that are located next to the headlight motors and are these the headlight motor actuator relays?It looks like this on both sides of the headlight motors. I bought the car "AS IS". This is why it's like this.

The 2nd pic is for the isolation relay. The first is for the regular relay.
