windshield wiper problem

The wipers on my 92 RS are screwy. First off, the only setting they work on is "HIGH" and when i use the squirters, they work. They dont work on any of the delay settings at all. Sometimes though, when i turn them on, they only move an inch or 2 up and down. Does that sound like the motor is going bad, or is there a different explanantion?

Thanks in advance,
-Looking forward to not planning on which car to drive based on weather forecast.

I seriously have no clue. The rest of the car is 100% factory stock, all OEM parts. Nothing else major seems to have been replaced, so I kinda doubt the column was, but who knows.*shrug*
