radio and ciggerette lighter doesn't work...

radio and ciggerette lighter doesn't work...
i just got my 91 formula, and the people that owned it before me had just snipped the wires for the radio before the stock plug, so i had to wire those directly to the deck, but now the deck wont turn on, i checked the acc. fuse and the radio fuse, but they were both fine, also there is the wire for a radar detector wired into the car, but i am not sure how it was done, but i do know that is also not giving off any power, since i tried to plug my dectector into it. Does anyone know of anymore fuses that it could be or what it could possibly be, going with out a radio is driving me nuts. If anyone needs to know for whatever reason, then it is a 91 formula firebird with a 305 4bbl

Axle/Gears: ones that turn.
If it was all stock, the ACC and RADIO fuses would be the only ones, but since it's had a 4 barrel carb put on, it's hard to say what wires have been hacked in the process. It could also be the ground wire was cut if the ECM was removed as part of the swap.

its the fuse for the lighter, dome light, horn and constant power for the radio thats blown, maybe, if the other fuses for the radio were good and its wired right

so my 4 barrel isn't stock ?
the fuses are fine, what i did was run a constant lead off of the fuse block to the radio pod, and that solved everything, what exactly does the ecm stand for ? i am new to third gen's can you tell ?
what are the big metal "fuse type things" that are on the fuse block, are those fuses as well or capacitors ?
and the dome light works and i got the cigg. lighter working, but hte constant for the radio still doesnt work
