Headlight problem

I have a problem with one of my headlights. When I turn the headlights on only the left headlight will light up. When I turn hte highbeams all the lights will turn on. Why is that? I would think if the headlight is burnt out that it would not work neither way. Any ideas?

Transmission: Completed
Axle/Gears: ones that turn.
There are two seperate filaments in the outer Hi/Low bulb. The inner Hi-only just has one.
You need to replace the headlight.

Transmission: Bright Red, never burnt, no leaks
Axle/Gears: currently whining
