Dash Light Problem

I am curious if anyone else has had this problem and what they did to solve it:
I just recently took my car out of storage (Oct-Apr.) and I noticed that while I was driving with the lights on that both turn signals were semi-illuminated (and steady, not flashing) and that the high beam indicator was also semi-illuminated, but would flash if one of the turn signals were activated.
High beams, turn signals, 4-ways all seem to work properly. After the car has been driven for a while the semi-illumination goes away and all light indications return to their proper condition with the headlights on. It did not have this problem before putting in storage.
Some time this month I will be taking out the instrument cluster to install a white gage face overlay. I will check the bulbs and replace as necessary, dry the circuit board if it is damp, and check all wiring connections for tightness. Hopefully that will solve the problem.
Any feedback would be appreciated.

my 82 did something like this sometime ago, theres a dash harness ground to the left of the steering column, it screws into the metal dash ower frame

Yep, I agree. Definitely sounds like a dash panel ground problem. Might want to disconnect them and clean up the connections for the ground, probably corroded a little while in storage....
