starting problems

I have an 86 iroc and when i insert the key the maf doesnt get power and the fuel pump doesnt come on, i replaced the computer,the fuel pump and all the relays does anybody know of anything that i could be missing?

The 20 AMP fuse near the battery.

ive looked and can't find a fuse anywhere near the battery.

Here is a picture of the fuse, it will be as shown in this picture or mounted beside the radiator behind the right headlight. It is a In-Line fuse from the battery for the fuel pump relay and ECM.
