taillights do not work

Car: 1991 Camaro Rally Sport
Engine: 305 TBI
taillights do not work
I have a 91 RS and when I turn the headlights on, the taillights do not come on. I have checked and the brake lights, turn signals, backup lights all work. In addition to no taillights I have no lights for my gauges and no dome light. I have checked all fuses and replaced bulbs. If anyone can help I would greatly appreciate.
