just found a problem, car starter HELP

guys i noticed when i start my car with the starter when i get in it and turn the key to the on position the voltage gauge goes up i never noticed this before, well i was checking for a leak under the dash and there are 2 12v wires directly from the battery with fuses next to the car starter in the car well one of them is melted why would this happen?

Yes, the voltmeter should display an approximate reading of battery voltage as soon as the ignition is turned ON. Lots of other things happen as well.

The ECM initializes by running a brief self test, scanning for a valid PROM and CALPAK, scanning for connected I/O devices, and operating the SES lamp in an ON/OFF/ON cycle as an indication of the completed tests. The ECM will also operate fuel pump for two seconds, energize the MAF power relay, and activates the ESC.

The radio and clock will also power up. Dash indicator lamps will illuminate. Turn signals and wipers are enabled. Yup. Lots of stuff happens when the ignition is turned ON.

It gets even more interesting when the switch is in the START position. All the dash warning indicator lamps enter a test mode, the temperature guage will travel to full scale, most accesories are turned off, and the start enable relay is energized.
