Solved my problem! Now just dont know where to safely power electric fan!URGENT!

I may have solved my charging problem.....the guy that sold me the car was goign to hook up an electric fan switch, but this was after i drove the car/made the deposit on it....so it drove fine before, and he didnt drive it at all after hooking the fan switch up, except to my house, and thats when the problem started (battery not charging). Well, i was looking for something that was causing the thing to not charge, and sure enough, on the red and black cable (the smaller of the two) on the positive battery cable, he had stripped away the rubber coating and just wrapped one of the wires going to the fan switch to it, then used a little electrical tape to hold it there. Did the same with another red wire i'm not sure where it goes to (probably the fan itself). Took those off and wrapped up the bare aeras with electrical tape, and since the gauges are working now, started it up, took it for a quick drive, played around with everything that would use up electricity.....volts seemed to stay at the same level! I'm almost positive that somehow it was because of the way he wired up the fan switch. Only problem now, is how do i get the fan to work? Where can i safely wire this stuff? Thanks
-Chris
