help on H4 wiring

help on H4 wiring
ok where it says "to factory connector" on the left side of this image. is that refering to the stock low beams connection? because i got a wiring harness, looks exactly like its wired here. wired for all 4 bulbs in my camaro. however with my new harness pluged into the stock low beam connector, when i turn the headlights on, all 4 lights come on, and my high/low beam switch doesnt effect the lights at all. whats going wrong?
