Fuse box wiring

Fuse box wiring
Well it looks like the person that had my camaro before me had been messing with the fuse box wiring.
Here's my problem, yesterday I was putting new battery cables on it and my battery from my truck on it and finished today, when I go turn the key my gauges work but when I turn to start it the starter doesn't click or try to start and my gas gauge goes whacko, so I looked behind the fuse box and there's these 2 wires hanging out not hooked up, one wire has a white 3 pin connector and the other wire has one of those flat connectors on it that you just push in. I don't see a 3 pin connector on the back but I see lots of those flat push in types. Also on the front of the fuse box, is there suppose to be some kind of fuse in those slots that are different from the other fuses?
There is also a ground wire coming off the fender that goes to the battery, does that need to be hooked up for it to crank over?
I have a diagram of the fuse box front and back view so I know what I'm looking at.
