Cluster Bulbs, What and Why?

There are three kinds of bulbs in the cluster: 161, 168, and 194. Why the variety and why are they placed in the cluster as they are? Of the three, can I assume that the 194 is the highest intensity bulb?

I got these specs off of the Sylvania web site.

#161
Volts: 14v
Amps: 0.19
MSCD: 1

#168
Volts: 14v
Amps: 0.35
MSCD: 3

#194
Volts: 14v
Amps: 0.27
MSCD: 2

So, according to Sylvania's specification sheet, the brightest (intensity) is a #168 (highest MSCD).

Why the variety and placement? Perhaps different areas of the instrument cluster have different brightness requirements?
