air/fuel o2 wire problem

Car: '92 Camaro RS, '93 Ranger

Axle/Gears: 2.73, 3.45
air/fuel o2 wire problem
I got a splice tap and put it on the O2 lead on the O2 side of the connector (not harness side). My friend did the same on his Ford Ranger and it worked fine.
I got in he car started it up with nothing on the other end of the wire. As soon as I check it with a digital volt meter, WinALDL shows the O2 dropping to below 0.2V. Heck, if I touch the thing with my figner it drops to below 0.2V. I also tried the gauge just for kicks and the same thing happens.
I check the wire's resistance and it is 1.7 ohms with both an unused splice connector and the spade attached.
What did I do wrong here? Should I spend the entire day tearing apart the dash to hook it to the ECM? I'd rather not hack into the harness if possible.

It doesn't show anything when its not in "run". I think i managed to mess up one wire
Using the battery as the ground for the DVM, shouldn't it have voltage on it all the time?
