car died with no signs, please help!

driving home yesterday and as i'm pulling down my street i begin to roll up my passenger window. just as it hits the top the car engine dies so i have to push it home.

what works:
the marker lights, dash lights, dome light, map light in the rearview mirror and headlights work as well as the electric hatch, air ride electric controls, steering column locks and unlocks and the neutral safety allows the shifter to move properly.

what doesn't work:
the tail lights do not work, the windows will not go up or down, the electric locks will not move (you can hear a faint clicking though when you press the button), the fuel pump does not kick on, engine/starter does nothing. when you move the key to run nothing happens.

the biggest thing that gets me is how my brake lights are not working, the fuse is good as it's a constant power and it's working with a test light. any idea what could happen. everything has been working great with no signs of any problems??

here is what i checked so far:
battery is good-ground to the body is good-power to the starter is good as well as ecm
with the key off only 3 fuses show power. 20 amp acc, 20 amp tail, 15 amp lid
with key forward the above fuses are all that light up still with a test light.
breakers all test good.
harness for the neutral safety works well and so is the ignition portion so that's not keeping it from starting.

any solution, suggestions of any sort would be greatly appreciated as this just came out of the blue and i'm not sure where to start.

Just for S & Grins, check the two 30 amp circuit (metal) breakers in the fuse block.

what would be the best way to test them? i was stuck on the side of the road with a good battery and trouble light. ran a small wire off one end to the negative and test light with positive to the other which lit up no problem. would that work as a crude way to test them or should i do them again?

i ran a test light through the fuse box checking everything. the only things that lit up were both posts on the acc 20 amp, tail lamp 20 amp, one side of the fog lamps and the 15 amp lid fuses. now matter if i turned the key forward or tried another way i couldn't get the other fuses to light the test light?

greatly appreciate the suggestion.. i'm at a loss with all the fuses seeming to be in good shape it's as if half the fuse block isn't getting power for some reason? i've never had my brake lights not work and the fuse be good, same for the power windows and locks. typically the fuse blows if there is a problem.

not this time...

Just use a multimeter on each prong of the 30 amp circuit breakers.
