"brights lever" all of a sudden doesn't engage?
Literally of a sudden tonight, the bright lever doesn't engage. The turn signal engages, as does the wipers and everything but not the brights.
Should I replace the lever because it's 15 years old, or is it something in the steering column?

No, not neccessarily! You may just have a bad dimmer switch which is located above the ignition switch on the steering column under the dash or the rod that runs down the steering column from the lever to the dimmer switch might be bent or loose.
