Need help with Fuel Pump voltage issue 89 Firebird 305 TBI

Hello everyone, my birds fuel pump is failing to kick on. The gas gauge isn't working correctly (sais overfull) only since this problem has begun, when my car decided to work the gauge was back normal. With the relay on, there's about 6 volts at the pump, with its off and using a jumper wire to the fuel pump wire there is around 11.3 volts at the pump. But even with the jumper the pump still will not engage. Is 11.3 volts enough? I know I probably need a new fuel pump relay but why isn't it working with the jumper?

Any knowledge and suggestions will be greatly appreciated!

Bad connection on the ground side? Fuel pump itself is dead/locked up?
