Sounds to me like a dead short. Replacing the fuse is not always the best thing to do when one blows. Fuses don't just blow for no reason. There was excessive amperage in the circuit and the fuse saved the wires from burning or a component from catching fire. Time to break out that voltmeter and start taking voltage drops. Also, before you do that, put in a false load in the fuse holder.
The horn and dome light connects to the acc fuse, 20 amp. Radio hooks up to the radio fuse, 10 amp. So, i'm assuming you blew the acc fuse, 20 amp and you have something wrong with the radio.
Check out your overhead dome light bulb, maybe the light burned out and the blown up tungsten wire inside the bulb created a temporary or permanent short in the bulb. Could explain why you blew a fuse, or why you keep blowing them. If not that then try to hunt down shorted wires.
Now are you just getting static on radio stations, if so, you're antenna is disconnected to the radio. More than likely the big radio antenna wire n back is disconnected, check that out.

Also when I get done driving and shut the car off and go to crank it, it doesnt start would this be because of a short or should I get my alt checked out?

and also.. does it click? do nothing? turn slowly?
it could be heat soak on your starter
or the starter might not be shimmed correctly... alot of people just jam a starter up there as tight as they can get it against the flywheel, and it'll bind up now and again.
when i first got my car, it had a new starter in it... and it did it ALOT. it would just click, and do nothing.
i'd have to keep clickin it over to break it free, then it would fire right up.
it only seemed to happen after it was warmed up though, i'm guessing because expansion made tolerances tighter... it always fired up on the first try on a cold morning.
