Bizarre headlight popup problem: only come on when the swich is half way in.

Ok, this is a pretty odd problem, and I have no idea how to solve it. My headlights don't work properly. When I just flip the switch on the lights come on but dont pop up. If I hold the switch in just a little bit and get it at exactly the right angle, then they will pop up. If, however, I flip it on the whole way as soon as the headlights have started moving, they just stop and look like a sleepy eye conversion. I thought it was the switch's fault at first, so I played with the leads inside it and it helped a bit (made the 'sweet spot' bigger), but still didnt fix it. Then I replaced the switch altogether and it's as bad as ever. Its really annoying to always have to find this 'sweet spot' in the switch.

So basically they only come on when I hold the switch part way down and even then I have to hold the switch at that spot until they finish moving up. But they switch off perfectly fine.

Any ideas?

Well I searched for 'isolation relay' and found a bunch more stuff that seems to make sense. The thing is, everyone else that has this problem says they dont come on at all, instead of just when you hold the switch at a certain spot, but maybe they're not trying that. I only know to do that because the car was like that when I got it.

Where is the isolation relay physically located?

The isolation relay is on the side wall, on the drivers side, in the engine bay...up front near the ignition module/fuel mod/etc...

it is a small black plug in.

This relay controls the direction of the headlamp motors by changing its polarity. My 85 trans am gta also had a similar problem. There are also two relays mounted to the headlight housing, one on each side, but they are usually ok if both headlight are acting the same.
