Please help. Stock voltmeter always at 18

As long as I can remember, my voltmeter, 90-92 style, has always been stuck at 18 volts while the car is running. I think if the key is on only, it reads about 15 volts or so. Battery and alternator are good, alt is new and did it with my old alt as well. Any help would be much appreciated.

Sounds like a new voltage meter is needed.

You mean the gauge itself?

lol, I am slightly confused now.. but it doesn't matter. You helped me with a supposedly easy problem, and thanks. I just wasn't sure if the gauge got its info from a sensor gone bad under the hood or w/e.
