low voltage read at battery gauge

Engine: 383 HSR EBL
Transmission: 700R4 - Stage 3 Fixed Pressure
Axle/Gears: GM 3.08 POSI
low voltage read at battery gauge
any ideas as too why it consistantly reads below 13 volts at the gauge

Car: 95 z28,86 iroc
Engine: 350 lt1,305 tpi
This could be caused by a voltage drop at a ground.I have an 86 iroc which would show only a little over 12 volts at the gauge,but really be at over 13 volts at the battery.Grounds at the engine and body could be causing this.
