I had a similar problem on my 69 GMC. I checked all my grounds on the bulbs. It turned out to be a bad plug on the driver side bulb and was bleeding the ground through the other lights making the bright bulbs real dim when the bright lights weren't even on. I replaced the socket and the problem was solved.
