Headlight activation issue

My buddy's 87 GTA has a problem where his headlights delay coming up sometimes once the switch is hit. The motors are freshly repaired thanks to the TDS kit, but he was also having this issue before I repaired them (and now after as well). What happens is he hits the switch, the lights come on, but nothing else happens, and then suddenly the motors activate and they pop right up. Sometimes this can take as long as a minute or two.

I'm thinking relay or the switch itself, and wondering which is the most likley culprit.

I've had the same problems with mine. I'd like to hear from someone that knows a lot about the headlights. They a cool but a pian when they don't work. A friend of mine told me to try wiggiling the switch after turning them on and it seams to work. I'm gona try to repalce it and see if it helps. I'm also gona try repalcing the relay I read in a magazine that they can cause the problem also.

I'd replace the headlight control module. If you're getting a used one remember the 1987-89 used a different one than the Model Year 1990-92 (actually through 2002). The module slips into a bracket on the firewall between the brake master cylinder and windshield wiper motor.
