Have a look at these pics...
Hey...I still can't find the horn relay under my dash...can someone look at these pics and point me in the right direction and tell me where its located under the dash? thanks

I believe the relay is on the back of the convenience center. It is in your second picture. You will have to pull it down to see the back side. There are other fuses and such back there.
