When you turn them on, there is nothing except low and high they come up about an inch, click, and go back down. They will do this over and over like something is keeping them from coming all the way up.

The car has a new wiper motor, and I have made sure that everything is hooked up correct. (linkages, arms, and electrical)

This is the last bug I have on this project.

Did you just replace the motor, or the entire motor and electronics? Your motor is good, the problem is in either the park circuit or an open in the wiring. Does your system have delay and pulse washer?
I have the '88 service manual, but I won't have access to a scanner until tomorrow. I'll scan the decision tree and wiring diagram & send tomorrow.

Would the 88 system be the same as the 86 system? I'm having problems also.
