Wipers only work on high. What else do I replace?

Wipers only work on high. What else do I replace?

My wipers only work on high. When you first turn them on, they flinch a few times before working. They also won't park on their own, you have to manually park them by bumping the switch to high until they're at the bottom.

Is the wiper switch on the turn signal lever the only switch involved here, or is there a separate switch inside the column? I'm not sure if I have a bad switch or wiper motor? Please help! I don't have delay wipers or cruise if that helps.

I suppose the easiest point to test it, would be at the wiper motor itself, Easier to reach the wiring, than in the column or under the dash. See if the switch is even sending a signal at all. If it is, then try hot wiring the motor, to see if the motor is good.
